Kajiado launches electronic construction permit system

The County Government of Kajiado has launched an electronic construction permit system that is expected to fast-rack development approval processes and also reduce fraud cases perpetrated by land brokers and agents.

The Electronic Development Application Systems, is a web-based software application that automates the development applications that include planning proposals, architectural building proposals and associated civil, structural engineering designs and inspection processes.

The online portal for building approvals enhances Kenyaโ€™s competitiveness, eliminates the tedious paper-based approval process. All developers will now be required to submit e-permit registration before they embark on their projects.

The Kajiado Electronic Development Application Management System (KeDAMS) was developed jointly by the County Government of Kajiado, and the Architectural Association of Kenya (AAK) under a four-year programme funded by the World Bank Group.

Qualitative system

Speaking during the launch, Deputy Governor Martin Moshisho said the interactive eDAMS system will enable users access key county services at their own comfort regardless of their location.

โ€œThe rise in urbanisation has continued to attract large investments in residential housing, educational institutions and industrial developments. The transformed land use across the country calls for deployment of technology to support the key function of physical planning and construction permit issuance. Digitization of our services is not optional and we endeavor to fully digitize all our services so that members of the public have access to them with ease,โ€ said Martin Moshisho.

Kajiado has in recent years attracted huge interest by both residential and industrial warehouse developers due to the availability of vacant parcels of land in Ngong, Ongata Rongai, Kiserian and Kitengela areas. The county becomes the fourth county after Nairobi, Kiambu and Kisumu to launch e-DAMS.

County Executive Member for Lands, Hamilton Parseina, said the qualitative system will do away with subjective processes that were previously rife at the County Offices.

โ€œThis system will get rid of quacks who had previously infiltrated the manual approval processes in our County offices, only qualified professionals will interact with the system, โ€œsaid Hamilton.
